Recently, Chongqing Economic and Information Technology Commission issued the "Chongqing Synthetic materials Industry high-quality Development Action Plan (2023-2027)" (hereinafter referred to as the "Plan") proposed that by 2027 synthetic materials output value reached 100 billion yuan, an average annual growth rate of about 10%.
The synthetic material industry is an important component of the chemical industry, with a long industrial chain and many varieties, and its products are widely used in various fields of the national economy. At present, Chongqing has initially built an industrial chain of polyurethane, polyamide, high-end polyolefin, polymethyl methacrylate, polyester and other synthetic materials, with an output value of 62.2 billion yuan in 2022. However, there are some problems in the development of synthetic materials industry in Chongqing, such as shortage of basic raw materials olefin and aromatics, incomplete industrial chain, single supply chain and low added value.
In order to promote the high-quality development of synthetic materials, Chongqing proposed to promote key enterprises in the synthetic materials industry chain to gather in chemical parks in Changshou, Fuling and other districts and counties. Cultivate and form a number of domestic and foreign advanced level enterprises and industrial bases, 4 billion synthetic material enterprises, 5 billion yuan - 10 billion yuan enterprises 6, and strive to increase the national new industrialization industrial demonstration base and municipal characteristic industrial demonstration base.
Chongqing has identified four major development directions for the synthetic materials industry, namely, to expand and strengthen the industrial chain of superior synthetic materials, plan to develop the growth synthetic materials industry, actively develop fluorine materials, and cultivate and develop the degradable materials industry.
First, to expand and strengthen the advantages of polyurethane, polyamide and other synthetic materials industry. With adipic acid and MDI as the core, combined with the planned construction of MTO projects, the development of polyether polyols, polyester polyols, various PU products, to expand and strengthen the polyurethane industry. Accelerate the completion and operation of Hexamethylene diamine and Nylon-66 projects; Planning and developing Nylon-6 integration project to expand polyamide industry chain. Increase ethylene glycol, butanediol, PTT, PBT project investment efforts, expand BDO, PET production capacity, and further improve the polyester industry chain. Relying on the acetylene industry chain, combined with the planned construction of the MTO project, further develop vinyl acetate - vinyl copolymerization (VAE) emulsion, vinyl acetate - vinyl copolymerization (EVA) resin, T-PVA(thermoplastic polyvinyl alcohol) resin, PVB resin, EVOH(ethylene - vinyl alcohol copolymer) and other polyolefin industry chain products. Relying on methyl methacrylate (MMA), improve the PMMA industrial chain and expand the scale of PMMA industrial chain.
The second is to plan the development of growth-oriented synthetic materials industry. Relying on methanol resources, MTO/MTP projects are planned to achieve local production and supply of key raw materials such as ethylene and propylene. According to the production and supply of ethylene, propylene and other raw materials, we plan to develop the industrial chain of high-growth synthetic materials such as polycarbonate PC, epoxy resin, polyacrylamide PAM, cylon PAN, superabsorbent resin SAP, UHMW-PE and so on.
Third, actively develop the fluorine material industry. Focus on the development of polyfluoroethylene PVF, polyvinylidene fluoride PVDF, polytetrafluoroethylene PTFE, polyperfluorinated ethylene propylene FEP and other fluorine-containing materials.
Fourth, the cultivation of degradable materials industry. Implement the target requirements of carbon peak carbon neutrality and promote the utilization of CO₂ resources; Construction of poly (butylene adipate) terephthalate PBAT/ poly (butylene succinate) PBS, planning to develop poly (glycolate) PGA, poly (Propylene carbonate) PPC and other degradable materials industry. Using biological substrates as raw materials, we will cultivate and develop bio-based products such as pentenediamine, succinic acid, lactic acid, 1, 3-propylene glycol, and extend to develop biodegradable polymer materials such as bio-based PBS, polylactic acid, polymalonic terephthalate PTT, nylon 56 fiber and engineering plastics.
The Plan identified six major tasks: strengthening resource factor guarantee, planning and building local production of basic chemical raw materials such as olefins and aromatics, optimizing industrial development layout, encouraging integrated development of enterprises, strengthening investment promotion, and strengthening production and storage management of hazardous chemicals.
In terms of strengthening the guarantee of resource factors, Chongqing will coordinate with CNPC and Sinopec to increase the natural gas supply guarantee for synthetic material production enterprises and new projects; Support enterprises to expand aromatics sources to Sichuan, Zhejiang, Shandong, Guangxi, Yunnan, Jiangxi and other places; To support and encourage the planning and construction of hazardous chemical train stations in chemical industry parks.
Chongqing plans to develop MTO/MTP projects, plan to build natural gas/syngas to olefin demonstration projects, and promote the local supply of olefin raw materials; Make full use of the development opportunities of the construction of Shuangcheng economic circle and industrial backup base in Chengdu-Chongqing area, and actively plan to achieve local production of major bulk raw materials such as aromatics and olefin.
Optimize the layout of industrial development. Chongqing will concentrate its superior resources to build leading enterprises. Support Fuling District - Changshou District to focus on the superior synthetic materials industry chain, continue to extend the chain, strengthen the chain, focus on the application scenarios of synthetic materials, and further expand the synthetic materials industry cluster; Support Fuling District - Nanchuan District - Qijiang District/Wansheng Economic Development District - Tongnan District to build Chongqing natural gas/shale gas application demonstration Zone, plan to develop growth synthetic materials industry and cultivate and develop degradable materials industry; Support Wanzhou District to make full use of the advantages of salt gas chemical industry, combined with the development direction of leading enterprises in the district, focus on building the downstream synthetic materials industry of salt gas chemical industry, and plan the development of polyurethane, polyamide, degradable materials industry. Strengthen the supervision of chemical production enterprises along the "one kilometer" of the river, support and encourage enterprises to relocate to the "one kilometer" of the river and enter the compliant chemical park.
