Guangdong Province will vigorously promote the construction of five integrated refining and chemical bases:

With the Daya Bay Petrochemical Park as the basis, CNOOC Huizhou Petrochemical Refining, CNOOC Shell ethylene and ExxonMobil Huizhou Ethylene project as the leading, to establish a close link between the upper, middle and downstream, scientific and reasonable petrochemical industry chain, strive to promote the development of high-end chemicals, electronic information chemicals, start the planning and construction of fine chemical parks, forming a "one district, multiple parks", resource-sharing layout. To build a petrochemical base with standardized parks, industrial clusters, clean production, high-end products, efficient resources and economic recycling.
3. Zhanjiang East Island Petrochemical Base. With the Guangdong Refining and Chemical Integration Project as the leader and BASF's new integration project as the driving force, we will accelerate the construction of petrochemical industrial parks and industrial clusters, develop clean oil products, basic chemical materials, synthetic materials and fine chemical products, and form a relatively complete petrochemical industry chain. The petrochemical base should be built according to the standard of standardization, agglomeration, circulation and intelligence.
4. Maoming Petrochemical Base. With the refinery and ethylene project of Sinopec Maoming Branch as the core, and Maoming High-tech Development Zone and Maonan Petrochemical Zone as the support, we will build a scientific and reasonable petrochemical industry chain with Maoming characteristics, and form a series of characteristic products such as high-quality refined oil, lubricating oil, solvent oil, organic raw materials, synthetic resin, synthetic rubber, liquid wax and high-end fine chemical products. Accelerate the construction of Donghua Energy propane dehydrogenation project, and strive to build a petrochemical base with advanced technology, distinctive products, standardized park management and good economic benefits.
5. Jieyang Da Nanhai Petrochemical Base. Promote petrochina Guangdong petrochemical project to achieve stable production, accelerate the construction of middle and downstream petrochemical projects, increase industrial investment, strengthen the connection and cooperation with Daya Bay petrochemical area, focus on the development of clean oil products, chemical raw materials, synthetic materials, fine chemicals and other petrochemical industries, cultivate and extend the modern petrochemical industry chain, To build a number of high-performance polymer materials, functional composite materials and high-end fine chemicals projects, and form a Lingang petrochemical production base with scientific and rational planning, unique products and industrial chains, and strong comprehensive competitiveness, as well as a transit base for petrochemical raw materials and products in East Guangdong
According to the action plan, Guangdong Province will promote the in-depth processing of chemical products, develop high-end fine chemicals and new chemical materials such as engineering plastics, electronic chemicals, functional membrane materials, and high-performance fibers, and increase the proportion of high-end fine chemical products and new chemical materials.
Guangdong will establish a provincial library of major petrochemical projects. We will accelerate the construction of Maoming Petrochemical refining transformation and upgrading and ethylene quality improvement projects as soon as possible, and coordinate the construction of crude oil commercial reserve projects in Zhanjiang, Maoming and Jieyang.
