Li Yongwu, former vice minister of the Ministry of Chemical Industry and former president of the China Petroleum and Chemical Industry Federation, pointed out that in the first half of the year, the operating rate of BDO enterprises in China was about 65%, lower than the average level of the chemical industry operating rate of 70%, most enterprises are facing no small pressure to survive, and the industry as a whole has entered a critical period of urgent capacity adjustment, technological innovation and market stability. "The development of the BDO industry can no longer follow the old path of many traditional industries. We must hold high the banner of scientific and technological innovation, lose illusions, have the courage to face reality, admit that 'trading the market for technology' is a false proposition, and promote the high-quality development of the industry with scientific and technological innovation." "Only by taking innovation as the primary driving force for the development of the BDO industry can the industry develop faster and truly play its important role in the entire industrial chain," he said.
Yang Shangbao, a second-level inspector of the Environmental Information Department of the National Development and Reform Commission, also believes that the development of the BDO industry in Wuhai City needs to adhere to innovation-driven, master independent intellectual property rights, and improve competitiveness. "Developing the carbon-based degradable materials industry with BDO as a link is a major strategic decision for Wuhai City, and an important measure to strengthen green and environmental protection strategic emerging industries in response to the 14th Five-Year Plan for Industrial Green Development," he said. Yang Shangbao suggested that in the next step, Wuhai City should do a comprehensive job in eight aspects of supporting work: system planning, long-term implementation, policy guidance, standard formulation, encouraging innovation, green leadership, government and enterprise common problems, adhere to market orientation, and help BDO and degradable materials industry achieve high-quality development in Wuhai.

According to Tang Yi, secretary of the Wuhai Municipal Party Committee, Wuhai City has made full use of its resource endowment in recent years to promote the coupling development of multiple industries. At present, there are 5 BDO integration projects completed or under construction, with a total investment of 56.6 billion yuan, and 8 downstream supporting projects, which now have a BDO capacity of 1 million tons and GBL capacity of 100,000 tons. Under construction, 600,000 tons of BDO, 360,000 tons of PTMEG, 300,000 tons of PBAT and 30,000 tons of THF will be put into production next year. Wuhai is making every effort to build "BDO - spandex, BDO - lithium battery solvent, BDO - degradable materials/engineering plastics, BDO - pharmaceutical intermediates" four comprehensive industrial chains, is expected to become the world's largest BDO integrated production base by 2027, the output value is expected to exceed 100 billion yuan.
